Realizing that Frank Darling is still alive, Skullface finds and confronts him, and a small leech-like creature affixes itself to the back of Dragon's neck.

After he easily disposes of Mace, he must face the carnage he caused and the lives he killed during his insane rampage. As the Fiend, in possession of Mrs. Harris, plots against the Dragon, Horde, a cloaked figure made up entirely of small leech-like creatures, plots to take over the planet.

Richard Richards, who maintains a personal hatred for the Dragon. Dragon defeats the Dragon-Slayer, arrests Richards, and returns home to find the Fiend waiting for him.

The Fiend impales and takes the Dragon to Debbie Harris' cemetery, while Overlord puts down attempts on his life, and the Police learn of Frank Darling's defeat of Skullface. The Dragon is attacked by many corpses brought to life by the Fiend, including that of Debbie Harris.

The Dragon is badly beaten by the Fiend, who escapes. The Dragon is hospitalized, but then rescues the captive Howard Niseman from the strange Octopus creature, who has been holding Cyberface captive. Overlord prepares for war.

A squad of Vicious Circle agents, including DoubleHeader, invade the Police Headquarters Dragon and Cyberface are in. Frank Darling also returns and aids the Dragon and the Police in defeating agents, even though Captain Stewart is killed. Cyberface agrees to testify against Overlord in return for his freedom, and a SWAT team including the Dragon confronts Overlord in his highrise headquarters.

Overlord, who is in fact the aging crimeboss Antonio Seghetti, incinerates the SWAT team and skins the Dragon alive, who, with a single bullet, pierces Overlord's armour and kills him while defending his life. Dragon then returns to the Police Department.

The Dragon manages to defeat Complete Carnage alongside the Turtles, who return home. On his way to Frank Darling's home, however, he is attacked by The Fiend, still in possession of Mrs. Harris. She breaks every bone in his body and leaves him inside a factory smokestack.

While the Police Department searches for the missing Dragon, remaining members of the Vicious Circle argue over leadership rights. She-Dragon applies for and is refused membership in the Police. To prove herself, she attacks and is defeated by Rapture. Elsewhere, Dragon manages to break free of the smokestack he is trapped in.

As super-villains across Chicago fight over the mantle of leadership of the Vicious Circle, the Dragon, still with his bones broken, is found by a cabbie named Chester. Chris Robinson has become a police officer, and Liberty, Justice, and Freak Force have begun patrolling the streets for the villains running rampant. The Dragon arrives in time to prevent Mako, who has escaped from jail, from killing Alex Wilde and Phil Dirt. Meanwhile, She-Dragon is taken to meet Chelsea Nirvana, who has become Johnny Redbeard, and who has decided to join the battle for the leadership of the Vicious Circle.

Mighty-Man re-breaks the Dragon's bones, which begin to heal properly. Johnny Redbeard re-creates Bludgeon, and Amanda Mills meets Peter Klaptin, who re-assumes the mantle of Star to impress her. Howard Niseman and Chris Robinson are captured by a gang of Freaks, and the massive jailbreak continues. New police captain Mendosa forces Dragon to start working on his paperwork. In a back-up story by Keith Giffen, Jeff Matsuda & Terry Austin, SuperPatriot enlists the Dragon into helping him defeat the forces of Body Function, a team of disgusting criminals led by Cesspool, all of whom are rounded up and defeated by the two super heroes.

While Dragon continues to battle the rampant Freaks across the city, Star rescues Howard Niseman, and together with Freak Force, the Dragon, Liberty, Justice, and the Police, battle the escaping criminals at Stronghold Prison. Mace manages to steal Overlord's armor, but is electrocuted by it's safeguards.

The police and the super-heroes all recover from the ended gang war, while The Deadly Duo and a team called Brute Force arrive late to end it. While Chelsea Nirvana, alias the new Doctor Nirvana, and the Inhabitor kill her father, the original Doctor Nirvana, Rapture proposes to the Dragon.
